The 2009 Intellectual Property Rights Conference was held on May 29, 2009 at the Marriott Hotel in Toronto, Ontario, Canada by the Conference Board of Canada. This conference heard from significant executives primarily from the recording industry and academia except for a lawyer who clients were Internet Service Providers - there appeared to be no one representing the views of consumers. Just before the commencement of the COnference, The Conference Board of Canada was forced to recalled three reports on intellectual property rights following allegations of plagiarism and undue influence by an organization that funded the research which was the recoding industry. According to the Conference Board:
"The Conference Board of Canada regrets the fact that this project (specifically, three intellectual property rights research reports) has suffered lapses of process and judgment. To put this situation in context, during the past eight years—since the current quality review process was first introduced—the Conference Board has produced approximately 1,400 research reports; this is the first time we have had to recall a report.
Plagiarism did occur, and it wasn’t detected due to insufficient oversight of this project. The evidence indicates there was undue reliance on feedback from a funder who was deemed to have important technical expertise. We failed to seek similar feedback from a broad range of stakeholders. The report relied heavily on too few sources and lacked sufficient balance. Moreover, the reports did not follow our internal quality review process. Overall, there was inadequate monitoring of this entire project." The Board has contracted Dr. Ruth Corbin, to review all relevant research and consult multiple sources, and redo the reports.[press release]

According to the Board's web site, it is not a government department nor agency, it is a not-for-profit Canadian organization, is objective and non-partisan and does not lobby for specific interests. Further the Board is funded exclusively through the fees it charges for services to the private and public sectors and also claims to be experts not only in running conferences but also at conducting, publishing and disseminating research, helping people network, developing individual leadership skills and building organizational capacity.
